This is a good distinction for you to know, a good assignment. Come on, start with Wikipedia the way everybody does these days. Another excellent source you may not think of is the forward section of the dictionaries themselves. There is almost always a good discussion of the dictionary and the concept of prescriptive versus descriptive.Having this knowledge, by the way, will make you a far better student of words and usage.
